I believe the online version has been free for quite some time.
One thing I don't understand in the linked page:
If you are using the free online version, you don't need a Microsoft 365 subscription. I don't understand what this means.Large Data Limitations: Excel Online has file size limits (between 30 and 100MB, depending on your Microsoft 365 subscription).
I have never dug down into it but I suspect there are a lot more limitations than what are mentioned here, but probably "good enough" for most people.

Not sure that's correct either - see here?Excel Online is consistently updated, and you often get access to the latest features faster than desktop users.

I would like to think that isn't the case.
The free version does not have groupby yet, but the paid for version does. So maybe it's not getting updated.
I have GROUPBY in my desktop version (365 subscription) but not when I use the online version logged into my account.
That's odd, I have it on both.
I don't have it online either, whether logged in with my work account (ME channel so don't have it on desktop either) or my personal one, where I do have it on desktop.
Everyone who confuses correlation and causation ends up dead.
The free version is getting updated, it now has pivotby, groupy & trimrange
