The term infractions is used for both warnings and Infractions while showing in the panel on the left.
To split it up - the 1/0 means its active infractions / warnings out of your total.
The number in brackets stand for the rep points deducted. So generally for warnings, you will see a (0) which means no points are deducted. If you see a number in brackets, it means its an infraction and points were deducted.
So a 1/0 (0) means the user received 1 warning but no infractions till date so its 1/0 (warnings dont count in the total count) and 0 points were deducted.
