Excel Drop Down List: The list source must be a delimited list, or a reference to a single

I am trying to create a drop down list for the section that has the red borders. I'm almost positive it worked before, but now I am getting the error: The source list must be a delimited list, or a reference to a single row or column. I;m losing my mind on this!!! Any feedback would be greatly appreciated.

    Welcome to the forum.

Please give cell references - there is no red border visible on Excel for iPad.

I can now see the red border, but I don't see where you have attempted to use that list in a validation. What is the problem with simply referring to the list in column W (which could be hidden)?

I am so sorry, I am new to this forum. Below is the formula used when trying to add a drop down list. Cell P3 was just recently added as a BU (Business Unit) only to try out the equation.

    =LOOKUP(2,1/(((COUNTIF($W$2:W2,Turbines[Location]))+($P$3<>Turbines[BU]))=0),Turbines[Location])
