Link a slicer to another slicer without using pivot tables?

Isn't slicer selection linked to each other automatically within same table?

Or do you mean to link slicer(s) to multiple tables or link slicers from different tables to each other?

If latter, no it isn't possible.

You can simulate using userform or some other control...
But personally, I'd just set up pivot tables using classic design (with repeated header if desired) and link slicers through cache.
