We would like to monitor people who submit their timesheets late.
So when we put their names on the spreadsheet it automatically flags when it is late; i.e a number pops up on their name or the name automatically turns a colour.
have tried unsuccessfully to come up with a formula.

You have posted in the introduction sub forum. Suggest you post in the regular forum and also suggest you provide more details and perhaps a sample spreadsheet.
Attach a sample workbook. Make sure there is just enough data to make it clear what is needed. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are demonstrated, mock them up manually if needed. Remember to desensitize the data.
Click on GO ADVANCED and use the paperclip icon to open the upload window.
