    Returning Multiples Values with a Lookup using Index Array

    I used the formula in the video link below, as it is exactly what I need a spread sheet to do but it does not seem to work :/ Can anyone help me on the formula in cell J13 of the attached spread sheet. I need it to give me all the rows when a specific state is chosen in sell L1. the values do change when I change the state but they are not correct.

    Any help would be greatly appreciated.
