Adding cell value to worksheet change

How would I add something like -

If E20 doesn't equal "Override" then E21 equals "=VLOOKUP(E20,county_data,2,FALSE)"

I tried it your way and got a stack overflow error during the ActiveSheet.Protect when I select something other then Override in E20. I also tried adding the formula to my version and get the same stack overflow error during the "Else" "ActiveSheet.Protect". When Override is selected it works perfectly, it's only an issue if Override isn't selected.
