Binning for random numbers

Hello members of ExcelForum! I'm new here and I'm wondering if you guys could help with this problem. I'm working on this code to bin 10 random variables over intervals of 0<=y<.5 then .5<=y<1 for a total of 20 bins up to 9.5<=y<10. I'm wondering if you guys can help me to fix the error, the program doesn't seem to be binning these values correctly and I can't figure out why. Been at this for a few hours now and am somewhat frustrated.

Edit: Nested the binning process and switched a < sign to a > sign.
