Run Time Error 13

When does the error come up?

I'm afraid I'm not very familiar with listboxes, but it seems to me there are un-numbered lines that get listed in there, i only get the error when I pick a line with no number in the first column... too much in this one I'm not familiar with, sorry I can't be more use.

I can only recreate the problem when pressing the Raised RFI No button and I think the problem is because the listbox isn't populated properly and/or it's change event is being called.
