notice in a cell

Hello to all,
you can click in a cell and you receive a warning without using
validation data?
The notice must appear is:

enter the number in P3
the cells are fixed in pink for all machines
cells are heavenly variables for all machines
cells N3-M3-P3 are not protected

la convalida dati?
L'avviso che deve comparire è:

le celle celesti sono variabili per tutte le macchine
