Merge values into on large cell, but make dynamic

Good Morning. So I'm new to this part of Excel as well as not efficient enough at VB. I have various values in D9111 to D9118 (continuing all the way down) and then a Formula amount in column E9118. Same as stated previously. These values change and are consistent. This is a Cost Center Database extract to an excel worksheet; however, there is a line for each parameter and I need to consolidate into one row. I'd appreciate any assistance. Thank you.

I apologize it's taken so long to get back. Found out my work does not allow us to join forums so have to do from home. Not able to properly show a screenshot; however, see the detail below.

IF LoanPurpose = Refinance
AND LoanAmount > 150000
AND LoanAmount <= 200000
AND (SpecialCode <> FWS
AND SpecialCode <> CWS
AND SpecialCode <> DVWS
AND SpecialCode <> SWS
AND SpecialCode <> DWS) Formula = 655

D9111 to D9118/Formula in E9118
Need to merge D into one cell and move Formula to new consolidated Row (E?). So all values should be rolled up into D9111 with the Formula in E9111. Counties separate at each end to start another new county parameter and formula.
