Conditional format colour of Shape as Macro Button

Hi all

I have a file here with a freeform country drawn on that I am using as a button which takes me to another tab driven by a dynamic named range. The range of data is on the tab "info"

In row 12 of this tab there are two totals in Column C there are Recent Figures from the dataset above and in column L a total of future predictions.

Right now the Shapes from the Insert ribbon are set to green. Is there a way they can be conditionally formatted to say if what is in L12 is less than C2 make it Red, if not leave it green?
