Excel or Access vba for spreadsheet reformat

I have an Excel workbook which is created as an output from a lab analyser. There are generally about 3 sheets of 65,000 rows.

The report can only be output in this fashion and I am not sure if I should try to code in excel or Access. I end up with muliple rows of the same demographics each having 2 columns of unique information. I tried pivot tables which does all until the result which is in text form rather than a number. I could import to access and try to write vba code there but I am hoping somebody here knows a better method within Excel. I have included an example of the initial output and what is ideally required.

Thanks for any help or advice
