On error runs for first time only

I am trying to run a code where i would like the cells with yoy % change to be converted into percentage format. i have included an on error statement to skip non number cells. However it runs for the first time only. I am attaching a example file. I would like to skip the respective codes if there is an error.

Any help would be appreciated!
