Disable save function for users

Hi all
Just so u know the following is not my own code i just try to get it to work, the purpose of this is that I want to force people to enable macros before using this sheet then i will be able to send the sheet with email via a button. when the user exit i dont want him to be able the save the sheet in any way. when another person open the page it would still be blank. Everything is working as it should except the last part that i want to disable the save, save as and by using ctrl-s function with a popup box say "Save is not allowed"
