Concatenate the values in a column one by one with multiple entries in another column

Can anyone please help me with concatenation? I need to convert 'Original data' to 'Concatenated data'.

Original data:

b 2
c 3

Concatenated data:

a1
a2
a3
b1
b2
b3
c1
c2
c3
