Hide n row sby value, insert n rows instead

Hello,
I need some help to hide rows with blank value in column B, and add same number of rows who was hided instead.
I attached an example: i need to hide 2-7 rows with blanks on column B, and to insert same number of rows bellow row 8, so that the "date" field to be always on row 10.
