When you are hovering over the yellow arrow, is the mouse pointer a "normal" white arrow, or does it change to a thin lined double headed (up/down) arrow?
If it is a normal pointer, maybe your mouse is mis-aligned. Make sure the pointer changes shape/style before clicking and dragging.
Otherwise, I'm all out of guesses.
