Validation Data Not Working

Hi All
I had my code correct, and follow exactly on code and formula. Triple check into it, and it got no problem.

Still it just don't work like file "Working".
Cell D3 = Sea
G9>H9>I9 = Americas > U.S.A. > Texas

The code is working like saving 1-2 clicks instead of click for 3 times to get the place in correct order.
Wish that some experts here able to guide me on this.

Or can some1 enlighten me, how to find for error through excel?

easy mistake to make but easy fix too-the address is returned as F9 not f9 so

Thanks a lot JosephP, I didnt know the capital letters, would make the different.
