spreadsheet to populate and link to other worksheets and also the other way around ;-)

Hope someone can help ;-)

so the requirements are:

1. For all new products in the master sheet to show in every tab for each person so this would be column A,B and C in tab 'Prod_Service Matrix' to be shown in all the tabs for example in 'TK Prod_Serv View' and the rest of the teams individual sheets.
2. To then populate the 'Prod_Service Matrix' with the persons ability in that product for the latest month (in this case the latest QTR)
3. To then roll up the individual QTR tables for each person into one worksheet and produce a graph to date showing who is an expert etc against what products over the year?
4. To show show individual graphs also for each person and then an accumalated view also?

Background:
Each team member will populate the level they are in that prouct/service area each QTR of the year in Fiscal months and the latest date only will be populated for that person against the right product. So for example for TK in QT4 he is an expert now in e-Tom Implementation so for QT3 will be overwritten automatically?

So to recap. Only columns A,B and C in 'Prod_Service Matrix' will show in the individual tabs for the team members to populate their expertise and then the status of these work sheets to populate the main worksheet 'Prod_Service Matrix' with the colours for each of the categories also to feed into the master sheet?

This is a bit over my head and i am trying to google this to show how to do this but time is of the essence and would love it if someone could help ;-)
