Need macro to fill store transfer requests

I need macro to help me request daily stock transfers.
I have goods in backstock (bck), store 1 (st1) and store 2 (st2), and a stock request from the web store.
I transfer goods from bck, st1 and st2, to fill the web store request obeying a few rules:
1 - Transfer all I can from backstock
2 - Transfer next from the store that has more
3 - Try to leave a store with at least 1 in stock (if there's enough on the other store to fulfill the request and also leave one). Leave 0 in the stores if you need it all.
4 - If st1 and st2 have equal quantities, transfer from st1 first

    Hi, Sacharny,

instead of attaching a picture it would be good to attach a sample workbook. Make sure there is just enough data to make it clear what is needed. Include BEFORE/AFTER sheets if needed to show the process you're trying to complete or automate. Remember to desensitize the data.

    Ciao,

Thank you Holger. Here is a sample workbook.

4 - If st1 and st2 have equal quantities, transfer from st1 first. And if I have to leave one store with 0 items I'd rather that be store 1.
