Trying to view custom data labels by hovering mouse over points in an excel scatter plot

I have attached the file I am working with. I am trying to have the "Project Name" show up either permanently or when hovered over with the mouse on the scatter plot on the right side of the sheet. I copied a macro I found off another sheet to label the points however the data in the original sheet that contained this macro is derived from a pivot table and I think this is messing with the end result. Any help is greatly appreciated.
