Need help creating rows from a single value in a cell

Hi all,
I was wondering if you guys could help me out.
With the attachment you see a cell C5 with a value of 21, i want to enter a random number there like 10 or 30.
While i enter this number i want to auto update the rows on A8 to D8 and downwards (like if i enter 10 at C5 it should be 10 rows instead of 21)

I hope you guys can help me out,
i know this can be done in VB but dont have the experience yet (dont know what to use).

What to update???

A8 to A28 is 21 rows right? it corresponds with the value in C5.
Now what i want is.. if i input 10 in C5 it must make rows till A17.
But if i input lets say 50. it must make 50 rows. Do you get my point?
