Using a Macro to update locked excel sheet

Hi,

I send out a template to branches within the company I work for so that they can provide me with certain information. E.g. I send out a budget template which the branches have to complete and submit to me.

The sheets are usually protected with the branch people only allowed to input into certain cells. The locked cells will have formulas in them to calculate certain things and I do not want the users of the document to change these formulas hence the locked sheet.

Sometimes if a change is required on an excel document, then I send out an updater file. I insert the cell numbers to change and the new formula. The macro used for this is:

The problem I am having is how do I lock/unlock cells using a similar method and also how do I insert lines?

I can not send out a new version of the file each time there is a change because then the branches have to start the process over again each time.

Please assist.
