Regular Expression

Can anyone explain the regular expression given below.

It should be like

"^[^/\\:\*\?\|""]{1,20}$"

That means, length of 1 to 20 characters except:
forward slush
back slush
column
asterisk
question mark
pipe
and double quotation.
