Evaluation logical expression and fetch matching records - Matrix

I have following data in worksheet 1 & 2

• DATA-RISK-LOGIC
• DATA-TASK-USER

Both worksheets contain one common field: TASK. Based on DATA-RISK-LOGIC I have to match users that are in DATA-TASK-USER

Can anyone give an idea how to start with this? Being basic excel user I am doing this manual , but sometimes difficult to handle large data.
