changing colour of cell based on value in cell

Hi guys i need to change the value of a range of cells for a column based on the user entry for example if any values that is >= 1 shows up in column J the cell colour will change to blue , but if there is zero the cell colour will change back to the original state of white . I'm trying to take reference from the following link

I've tried using conditional formatting for this but it doesn't seem to work , macro is the only way to solve this i'm assuming ??

Why not just use Conditional Formatting?

EDIT: VBA code is not the only way to solve things, so how about posting a workbook with a good before and after picture?
