How to create a logic based on concatenated field

Dear All

I'm new to the forum.

I have one requirement where i'm trying to pic the authoriser based on the organisational hierarchy (OrgLev) and geographical location (GeoLoc) selected for each role, approximately there will be 31 different combinations that i need to check for each role to find the correct authoriser from a seperate list in same workbook but seperate worksheet.

I have attached one sample excel.

If any one of you can suggest a solution or guide me it will be really helpful to move the project further.
