Need a vba code to check the status and based on rules calculate service years

hi again ....its been long now however it did not get a workaround from my problem as attached.......but would it be possible for group to have a look at the same and let me know if what is required is possible using excel vba also would appreciate if it is just the key words or directions for the same would help in proceeding further.

Not expecting the solution but direction suggestion would help me working for the same
