    Conditional formatting, macros, or formula to fill in new cells of previous cells?

    What i am needing to do is fill in empty cells of say column B10 thru B3 if they are blank, with whatever is in cell B11. But i need it to make it smaller in font, stay uncolor-filled and be bold and black in font color. I have looked thru the conditional formatting and can't see what i need. As far as i know anyway. The file should show what i need.
