Formula or VBA code to restrict data entry to certain cells during 3 different time blocks

Hello. I need either a formula or VBA code that will do the following:

Restrict numeric data entry (1) in cell C45 from 7am-4:59am; (2) in cell C46 from 3pm-12:59pm; (3) in cell C47 from 11pm-8:59pm.

Each cell should only be enabled during 2 hours each day.

Any help on this would be greatly appreciated.
