I am attaching a very small portion of the spreadsheet (with altered data) that I need to hide the rows in. Basically you will see a row that only has data in COL A & O. I need a way to hide everything except these rows.

Do you really need a macro to be able to do that? Can't you use a AutoFilter and select (for example in column B) blank cells only?
And when you want to see Deselect the blank cells in the same column or remove the Autofilter.
P.S: Maybe it's more complex than that and I did missunderstood your doubt. If that was the case, my apologies

actually that works, i didn't know blanks was at the bottom of the list. Thanks

Nevertheless you are able to run a macro in order to turn it on (Autofilter with the selection: blanks at column B) and off more easily, through a button.
I may help you with that if you want. It doesn't sound too difficult.
