    How to Calculate Precedence

    So, I compete in Congressional Debate which is where a bunch of teenagers get together and yell at each other pretending they serve as part of this Congress. When serving in the Congress, individuals are given the ability to give speeches and ask questions (during the questioning period, and which individual gets the speech is determined by the following:

    1. The individual which has given the least number of speeches
    If tied..
    2. The individual which has spoken the earliest in the session
    If tied...
    3. The individual which has made the most attempts to gain a speech
    If tied...
    4. The individual which has asked the most number of questions
    If tied...
    5. Random

    Of the program I have attached,
    Sheet one is a grid in which names will be placed and as the names are clicked on stating the individual has made an attempt to speak, the number in Sheet two by their name will increase. This is the same for the last two sheets for questioing. In Sheet three which is by far the most weird, what is happening is as individuals are making speeches, they are recorded as the number of speech that was made in the session. At the end of each row for each legislator, I have a column that record the total number of speeches (to help with the first criterion), and a column that records the last speech they gave (to aid the second tie breaker).

    I want to run a macro, where, when individuals are asked to rise for a speech, I will go through on the first sheet and select every individual standing, the macro will increase the number of attempts next to each individual that was selected's name on the second sheet, then referencing all the above criterion will determine who gets the speech.
