I am trying to create a spreadsheet that tracks the number of qualified personnell available for a particular location based on a vacation request. Here are the parameters:

Employees are qualified for specific facilities, and we would like to maintain a minimum numer of qualified staff members available when a new vacation request is put in.

So here is what I would like the spreadsheet to do:

1. Input employee vacation request.
2. Check the employee against the facilities he is qualified for and the existing request already entered into the spreadsheet.
3. Highlight the facilitiy in yellow if we are at the minimum staff requirements, red if over the minimum requirements.
