Replicating duplicates in Excel.

Hello,

I have an excel spreadsheet and i need to do some verification. The problem is the export that i have is in two tables (see excel spreadsheet). The first sheet (this is what i have) has more than one content in one cell,like Row 4. If you go back to the second sheet (this is what i want), i have manually arranged the elements the way i need. I have written in a more detailed manner in the Excel spreadsheet. Also see, Row 21, of both the sheets and compare on how i need it to be.
I will be very grateful if anybody could help at the earliest possible.
