Selected Drop Down List value not updating.

Does anyone know how to update the selected value of an in-cell drop down list when the referenced list is changed? An example document is attached.

To summarize, I want to give a document to a client and have them fill out all their information, but client's make mistakes so I want them to be able to go back and correct an earlier mistake and have it propagate down through the chain of drop down lists.

They Insert Business Name and Location name and then those two values are combined and used in a drop down list to select departments per a location. I then export this and utilize it accordingly. But if you put in the business and location names then choose an item from the drop down list then change the location name the already selected value of the drop down list doesn't update, the drop down items themselves do though.

Sorry if this comes off as rambling, I've been having a heck of a time explaining this, want to be sure I get as much information down.

to the best of my knowledge, you cannot automatically change previously entered values that were entered thru DV by later changing the contents (spelling) of the DV list

i would suggest some1 write some VBA for that for you, or use find/replace or filters

As a temporary fix, I've applied conditional formatting to my drop down lists to inform the client when an invalid item is in the list, it's still a little awkward, but the following is the formula I used for the conditional formatting.
