Toggle button to hide rows if empty and has no color

I have tried reading similar posts asking for help but I am unable to solve it myself. What I am trying to do is hide all the rows with no data in D column. But I do not want to hide the rows which are headings (Rows of blue, red, black, yellow and light blue). So for the cell to be hidden it has to have no data and not have a color. I attached the file if it makes it easier to understand.

I am also trying to make a toggle button for the above function
