Macro to extend conditional formatting down 2 columns

Hello, I have been struggling with this for a few hours now. In the attached file I have applied conditional formatting to cells D1, D2, D3 and E3. I need to extend this down the columns, so the conditional formatting applies to D7,D8,D9 and so on, and E3 extends to E8, E13 etc. The formatting set is if Value in cell is between 0% and 50% colours the cell Green, if between 51% and 75%, colour the cell amber, and if between 76% and 100% colour the cell red. I have tried conditional formatting down the column but it then colours all the cells that are blank green, and I want those to stay white. Help is appreciated.
