Condition based on another Condition

I attached an excel Workbook to be make my issue clearer.

First, what I want to do is to find the rows in which the column D has numbers greater or equal to 8. If there is more than one rows found, I want to find which one has the largest number in the column C. When i find this row (in this case: row number 4) I want to move this line to the end of the table.
Then I want to repeat the same steps for the 3 remaining rows.
