how do I create exportable xml table using existing xml as starting point?

I've attached two files.

samplexmlfile.txt is an xml file which I renamed ".txt" so that I could upload it here.

To replicate the problem you'll need to rename the file extension to .xml

samplexmlsetup.xlsx is a workbook which I created by opening the samplexmlfile.xml file as a table. My intention is to be able to populate the xml table with "real data" from other workbooks.

As an example I've populated two columns in the excel file with "real" data. The problem is that I get error messages if I try to save as or export as an xml file. (e.g. "not exportable."

Any advice?
