Need help AutoFill-ing Validation List

Attached is Workbook Tables.xlsm. In Worksheet TED, column D I have a Validation List to select Department#s (Bus Units). Rather than having the field going into a drop down automatically (upon entry into that column), I would rather key-in the Dept# and then have a dropdown positioned to that place in the Validation List. Since there are more than 700 records in the Validation List the current method is a pain.
