Help with if and vlookup

I want to search column A for all rows with the value “non-match” in column A. Then I want to look-up the value in column C of that row and search for it in the table to find a row where the value in column C is the same but the value in column A is “seems valid.” Once that is found I want to return the value in Column D for the “seems valid” row to the “non-match” row.

I have the following problem and am trying to use If and Vlookup functions but can’t seem to figure it out.
