Searchable Table via PDF Document

I have a list of tax rates for Kansas and would like to be able to type in the name of the city and have it populate the results. Partial search would be nice, so it pulls more results in case spelling is not accurate. ie: Typing allen would bring back Allen and Allen County as options. All I need to know is the Total Tax Rate column for each city.

Attached is the PDF doc I have to work with. (Page 1/18) It would have to be converted to csv I assume to work in Excel.

ps: I would like the ability to cut and paste new data as it is updated from the state, without affecting the formula.
