Maximise unhides hidden toolbars

I have an issue. I have a spreadsheet that when opened hides all toolbars, tab bar at the bottom etc. All works fine, when it exits it re-enables all toolbars so as not to affect other excel files.

The I minimised the workbook and re-maximised it and all the toolbars re-appear. Not Required!

So is there any way to stop this happening, or is there an Excel trigger that I can add a macro to to re-hide them.

I have tried

Workbook_activate
Window_activate

But neither of these capture a maximise. Any help would be much appreciated

I have still not found a solution to this. Any help would be appreciated. Currrently I have just left all toolbars available as the issue with Minimise and maximise makes it all pointless.
