Why do two exact workbooks perform differently.

I've includes two (what I believe are exact) workbooks. Both have a custom ribbon with one toggle button. The toggle button has a CallBack that shows and hides the FormulaBar. One workbook works perfect, the other returns the error "Agrument not optional'. Can anyone tell me why one works and the other doesn't?
