An unusual query for a under 10's Holiday Club on a robot theme!

Just for fun, but the club wants each member to have a Bar coded entry pass that once scanned reads back somethink like "Welcome *scanned name* you are free to enter".

I was looking to use the excel text to speech function and a basic bar code scanner.

Any idea's how to make this happen using excel or any other way. I can scan the data into a spreadsheet however not sure how to activate the enter command to read the cell
