Insert Row Based on Cell Value

I need some script that will do this:

In other words:

If the character in the in the 7th position of the value in column E does not equal the character in the 7th position of the cell above it, then insert a row. Otherwise, do nothing.

I need this test to run for each record in the spread sheet (each row that has data).

Anyone?

It's difficult without seeing what your sheet looks like.

Try this for starters and if it doesn't work attach your file so we can see what it looks like.
