That's a fairly generic statement and it is patently not true. You may have a problem deleting a sheet but it's not Excel 2007 per se.
You're going to need to provide more information and, almost certainly, upload a sample workbook that demonstrates the problem
It's most likely that the workbook structure is protected with a password.

You can also try Googling: Excel 2007 can't delete worksheet. However, most answers I have seen make the same assumption that I did. Do all the workbooks have more than one worksheet in them?
Are you basing your Excel workbooks on a default template? If you are, does that have the windows structure protected? Are the workbooks shared?

Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
Remember to desensitize the data.
Click on GO ADVANCED and use the paperclip icon to open the upload window.
