Multi functional macro- insert rows, copy data- but never sure how many rows it will

Okay this may sound a bit out there, but I really think its doable in a loop type macro... i just can't get it to work. I've put together what I have working, but is has row references and I can't have that.

What I am trying to do.
I have an extract file that can have 3 rows of data or 50 rows or who knows... it is based on an extract from a new plant sales.
I need to populate a new worksheet which now copies the first row off extracted data to as many rows as we currently have plants. (in my example I am attaching I believe I used 17 plants, but we are actually up to 48)- so each row would be copied to 47 addtional rows (at this time- basedon number of plants).
Then once the rows have been inserted and copied down I need to copy in the same purchasing org in column c <A300> and the list of plants (to column d) from a separate tab, to each row/part.

I am attaching what I pulled together, but as I said the macro has row references and I can't have that as I don't know if it will have 3 rows one day, 50, 75 or ???

Anybody want to take a look at it?

My macro should show you what I've done to provide an example on small scale of what I need done.

    Thanks!
