Commas for '000s values

Not sure if this issue has be addressed already but I am in finance and accounting and Office 07 and 10 both only insert one comma for my '000s values no matter the length of the number. I borrowed a friend's laptop and found that the below format works on his excel 07

_(* #,##0_);_(* (#,##0);_(* "-"??_);_(@_)

However, it does not work on any other system. Any ideas on how to add multiple thousands commas to a number?

Highlight desired area (whole sheet if need be)
Right-click cells -> Format Cells
Set to Number, check the "Use 1000 separator (,)"

No turning on the '000s indicator in the format cell option window does not work. It only gives the one comma. I believe it is a setting that has been turned off/on. I just don't know which one.

Are you able to upload a workbook that has this issue? Because I can't seem to duplicate the problem

See attached sample file. There is only one comma for numbers exceeding 999,999.
